Stoto Publishes in The Georgetown Law Journal
Michael Stoto, Ph.D., a professor in the Department of Health
Systems Administration at NHS, published an article on public health
surveillance in the January 2008 issue of The Georgetown Law Journal.
This issue of the journal was entitled, "Symposium: The O'Neill
Institute for National and Global Health Law," and featured
scholarly articles throughout four sections, including global health,
health regulation and governance, health care financing and organization,
and disease prevention and health outcomes.
Stoto's article, "Public Health Surveillance in the Twenty-First
Century: Achieving Population Health Goals While Protecting Individuals'
Privacy and Confidentiality," appeared in the fourth section.
"A basic principle of public health is to employ the least
restrictive option that achieves population health goals," Stoto
writes. "From this perspective, surveillance programs must
strike a balance between the potential population benefits of the
statistical and epidemiological data and knowledge, on the one hand,
and protecting individuals' privacy and confidentiality rights on
the other."
The O'Neill
Institute is a joint partnership between NHS and Georgetown
University Law Center. The journal is published by the Georgetown
Law Journal Association.
